BELLE RIVIÈRE // INHABITANTS

Factions

Vampires

Ancient. Court-based. Obsessed with bloodline and political theater. Sustain on blood, weakened by sunlight. Abilities scale with age. Two courts remain: Velvet and Cypress. Both dangerous. They just show it differently.

THREAT LEVEL ██████████

Werewolves

Run in packs. Territorial, community-focused, deeply uninterested in vampire succession debates. Two forms: humanoid with visible animal traits, and full animal triggered by will or the full moon. Consent matters here.

THREAT LEVEL ████████░░

Witches

Not vampires. Do not belong to vampire courts. Four active circles: Moonwater (swamp seers), Moss (bayou rootwork), Hearth (family tradition), Candle (parlors tourists think are harmless).

THREAT LEVEL ███████░░░

Ghouls

Scavengers. Survivors. Most likely to look at a centuries-long vampire crisis and say "and?" No courts. No packs. Just networks. Sustain on the dead. Their public institution: the library. They see everything.

THREAT LEVEL █████░░░░░

Cryptids

Folklore made physical. Deer cryptids, crow cryptids, fox cryptids, moth cryptids — many types, no courts, no packs. They exist through solitary ranges, loose family lines, and territories marked by instinct rather than law. Most possess an instinctive lure: a voice deeper in the woods, glowing eyes between branches, a white deer too still on an old road.

THREAT LEVEL ███████░░░ / UNKNOWN

The Lake

There is something in the lake. Everyone knows. Nobody says it out loud. Ancient — older than everything. No jurisdiction applies. Don't go near the water after dark.

THREAT LEVEL ██████████ ??

Humans & Others

Broadly aware something is wrong. Handle this by not thinking about it. And then there are cannibals — technically human, the most unsettling thing in the ecosystem. No courts, no packs. Just rumors and a loose network.

VELVET COURT

Lurielle Astalenet

Vampire  ·  Velvet Court  ·  Elder Twin

Elder twin by minutes — a fact the courts have never let either sibling forget. Heir of the Velvet Court. Terrifyingly competent, politically gifted, emotionally armored in every direction. She is not insane. She is the kind of person everyone wonders about. Huge difference.

As a child she was close with her brother. Then the courts started noticing things. People smiled at Lior. People obeyed Lurielle. She noticed. She adapted. The Court called it excellence. Lior called it something else. She has not seen him in over a century. She receives news about him, reads it, folds the paper, says "that idiot" in a tone that contains several other things, and goes back to work.

Appearance: Tall, deep dark brown skin, long dark hair that falls straight and severe, pale silver-grey eyes with a stillness that unsettles people. Sharp silhouettes, shoulder pads she treats as armor. A signet ring three hundred years old.

CYPRESS COURT

Lior Astalenet

Vampire  ·  Cypress Court  ·  Younger Twin

Raised by a rival court. Heir of the Cypress Court. Charismatic, observant, politically capable — he just applies those skills to things the Velvet Court considers a waste of time, like being liked by people.

He remembers the sister he grew up with, not the terrifying future ruler she became. He performs the rivalry when required. He sends insults via intermediary that he knows she'll find funny. He has heard she folds the newspaper before anyone can see her reaction.

Appearance: Tall, dark brown skin, long locs often tucked under a headscarf, pale silver-grey eyes — the one feature neither court could divide. Easy smile. Mesh shirts, silver chains, a cross necklace worn with full awareness this is ridiculous.

THE LIBRARY

The Librarian

Ghoul  ·  Archivist  ·  Belle Rivière Public Library

No name anyone uses to her face. Long sleeves, high collars, hair across her face. She moves quietly. She is aware of everything in the library at all times.

She has files on everyone. Court genealogies, territorial histories, personal dirt going back centuries. If anything happens to her, the documentation has already made arrangements to surface in the appropriate places. Everyone in the supernatural community knows this. It is the main reason she is still alive.

Benjamin Walker THE UNDERGROUND

Benjamin Walker

Human  ·  Cannibal  ·  Walker Butcher Shop

To the public, Benny is a handsome, polite, sweet-faced young butcher known for his warm smile and dependable service. Families shop there. Elderly locals trust him. He looks like the safest man in town. That is exactly why he matters.

The Walker butcher shop has existed as a quiet point of contact in the cannibal underground for decades — passed down from his grandfather, who framed the whole arrangement as ugly family responsibility. Benny was already involved in the rhythm of the shop before he fully understood what the special customers were asking for.

His grandfather rested a hand on his shoulder after his first taste and told him he had done well. That approval ruined him more than he admits.

Belle Rivière, Louisiana

The setting is Belle Rivière, Louisiana in the 1980s. Humans live here, but so do things that only look human long enough to be invited inside. The town calls it coexistence because that sounds kinder than the truth.

Monsters rooted themselves in Belle Rivière long before anyone called it a town. They hid in the woods, the swamps, the old houses, the churches, and the places people learned not to enter after dark. They watched humanity learn what fear was, then learned how to survive behind familiar faces.

Most creatures here are not kind. A werewolf's eyes can flash gold from across the street. A vampire's gaze can pull too long. A cryptid can make the woods feel like home until you realize you do not remember the way back. No human is meant to look too closely at anything in Belle Rivière, and the ones who do rarely stay comfortable for long.

Still, life goes on. People go to church, buy groceries, gossip on porches, and send their children home before nightfall. Nobody says the rule out loud, but everyone knows it: do not follow strange voices, do not stare into the lake, and do not assume morning makes anything safe.

The town is draped in Spanish moss, thick summer heat, neon bleeding over wet streets, and the silence of a population that has collectively agreed not to ask too many questions. If a child swears they saw something in the trees, adults call it imagination. If a neighbor disappears, people lower their voices and bring casseroles.

Each faction occupies its own corner and follows the oldest rule in Belle Rivière: stay in your lane. Vampires keep their courts, werewolves keep their territory, witches keep their circles, ghouls keep their records, cryptids keep to the woods, and the lake keeps whatever it wants. Of course, rules break. They always do.

Humans live here too. Some have always suspected the truth. Nobody would believe them. The ones who actually see something tend to stop talking fairly quickly, whether by smart instinct or by a gentle conversation with a very kind local whose eyes shine wrong in the light.

Belle Rivière is not safe. It is, however, very pretty.

Territorial Rules

Belle Rivière operates on a jigsaw puzzle of strictly enforced territorial boundaries. Each faction claims its slice and does not venture into another's without reason.

Vampire courts occupy the grand plantation estates and old manors on the outskirts. Werewolf packs have their own tunnels — utilitarian, dug into the land like they intend to stay forever.

Witches don't hold territory like vampires or werewolves. Their power scatters through circles, guilds, family homes, candle shops, back rooms, swamp clearings, and favors owed.

The human parts of town are a loose neutral buffer. Monsters don't fight in front of humans. Less a law than an agreement forged out of mutual self-interest.

Vampires & The Courts

Vampires sustain on blood, are weakened by direct sunlight, and have abilities that scale with age and rank. Turning requires consent and court approval — a rule older vampires find deeply irritating and quietly ignore.

The Velvet Court

Lurielle Astalenet's court. Old money, older blood. Political manipulation as high art. Appearances are everything. Cruelty, when elegant, is praised.

The Cypress Court

Lior Astalenet's court. Less obsessed with succession theater. More community-focused, more practical. Still vampires. Still dangerous.

Belle Rivière used to have more vampire factions. Most were absorbed, ruined, married off, or bought out.

Witch Circles

Witches in Belle Rivière are separate from vampires. They do not belong to vampire courts and deeply resent being treated like accessories to someone else's aristocratic nonsense.

The Moonwater Circle

The oldest and strangest. Swamp-adjacent seers, curse-workers, omen readers. When they say the river said no, most sensible people stop arguing.

The Moss Circle

Closest to the land. Bayou magic, rootwork, protection, rot, growth, weather, and the old swamp paths.

The Hearth Circle

Hidden in family tradition. Church-adjacent superstition, kitchens, quilts, baby charms, front-porch warnings.

The Candle Circle

Parlors, tarot readings, fake psychics, real psychics, and neon-lit little businesses tourists mistake for harmless entertainment.

Werewolves

Werewolves run in packs. Territorial, community-focused, and deeply suspicious of the vampire courts and their endless political theater.

Two forms: humanoid (baseline, with visible animal traits) and full animal form triggered by will or the full moon. Turning someone without consent is one of the gravest violations in pack culture.

The packs of Belle Rivière stay in their lane. They find vampire succession debates baffling and want no part of them.

Ghouls

Scavengers, survivors, and the supernatural population most likely to look at a centuries-long vampire succession crisis and say "and?"

No courts, no packs. Networks — underground, informal, considerably better-informed than anyone gives them credit for. They sustain on the dead, which in Belle Rivière means they are never short of material.

Their closest public-facing institution: the town library. The archivist has been there long enough to have records on everyone. She is the town's living insurance policy and knows it.

Cryptids

Cryptids are ordinary folklore made physical: local warnings, animal omens, roadside stories, swamp rumors, and things seen at the edge of headlights.

Many types — deer cryptids, crow cryptids, fox cryptids, rabbit cryptids, alligator cryptids, moth cryptids, and stranger lineages nobody has properly named.

Many cryptids possess an instinctive lure: a voice heard deeper in the woods, a beautiful stranger at the tree line, glowing eyes between branches, a white deer standing too still on an old road. The lure is not always malicious. It is, however, always dangerous.

Cryptids are not organized into courts, packs, or covens. They exist through solitary ranges, loose family lines, and territories marked by instinct rather than law.

The lake monsters acknowledge cryptids more than they acknowledge most other beings, which many cryptids consider deeply concerning.

The Lake

There is something in the lake. Everyone in Belle Rivière knows this. Nobody says it out loud.

Ancient — older than the courts, older than the packs, older than anyone currently walking around with opinions about things. No jurisdiction applies. No territorial claim reaches it.

The rule is simple: don't go near the water after dark.

The legends are not exaggerated.

Cannibals

Cannibalism in Belle Rivière is not common, but it is not rare enough to be dismissed as rumor. It exists beneath the town like rot under the floorboards: hidden, old, ugly, and difficult to fully remove.

Cannibals are human. This is what makes them uniquely unsettling to the supernatural population. Vampires drink blood because they are vampires. Cannibals do not have a species excuse.

A cannibal who ends up in vampire territory faces one of two outcomes: they become prey, or the vampire looks at them and says "you're like me" in a tone equal parts fascinated and horrified. The second outcome is increasingly common in Belle Rivière.

The Underground

Belle Rivière's cannibals do not have a formal society. What exists instead is a loose underground made of rumors, old family connections, safe houses, quiet arrangements, coded favors, and people who know people.

The underground is not loyal. It is practical. Nobody is truly in charge. Everyone assumes someone else is.

Certain businesses and households have ordinary customers and special customers. Special customers know which doors open after closing, which names to mention, and which phrases should never be said too loudly.

Codes & Etiquette

The underground survives through discretion. Plain speech is considered reckless. Common phrases that mean nothing to outsiders and too much to the right people:

special order / special orders

old appetite / old hunger

family trade

private arrangement

Familiarity is not safety. A friendly cannibal may still be dangerous. Trust is rare, temporary, and usually transactional.

Humans treat local cannibal rumors like superstition. Monsters tend to listen more carefully. Ghouls listen most of all.

Cannibal Families

Some cannibals come from families where the practice has existed quietly for generations. These families call it inheritance, tradition, obligation, appetite, survival, or simply the way things are.

Family-based cannibalism is especially difficult to expose because it hides behind routine. A respected business. A beloved grandparent. A normal kitchen. A polite child taught to keep quiet.

Belle Rivière protects many horrors by making them look domestic.

The Walker butcher shop is the clearest example. Three generations of respected service. Clean counters, a young man who smiles like he has never done anything wrong in his life. The horror is how normal it looks.

Economy & Currency

Cash handles the human-facing side: bribing officials, maintaining estates, paying for the legal infrastructure that keeps supernatural operations invisible.

Favors and information are the supernatural economy. The librarian operates on this system and is owed a considerable amount.

Food — meaning prey — is the darkest layer. Vampire logistics, cannibal networks, ghoul access, and human crime occasionally intersect in ways nobody wants written down.

The 1980s

Belle Rivière in the 1980s looks like a Southern Gothic postcard and sounds like a synth-heavy nightmare. The vampire courts have spent three centuries mastering aristocratic etiquette and are now watching their heirs show up to council meetings dressed like goth rock stars.

Spanish moss over wrought iron fences. Neon signs bleeding light onto humid streets. Muscle cars parked outside clubs that close when the sun comes up. Cassette tapes playing in houses older than the country.

Lurielle added shoulder pads to silhouettes that wouldn't have looked out of place in 1680. Lior put chains on pants that cost more than most humans' cars. Both wear rings that predate the United States.

The lake does not care what year it is.

The Astalenet Twins

The Astalenet twins were separated as infants over vampire court politics that had nothing to do with them. Their parents were powerful. The solution: split the children. One to Velvet's sphere, one to Cypress.

As children they were inseparable. As adults they became the most professionally competitive siblings in three centuries of vampire politics. They have never tried to kill each other. They have absolutely tried to embarrass each other.

The courts treat their rivalry as a political asset. The twins treat it as a long-running bit that got out of hand somewhere around 1820.

They have each, independently and without discussing it, ended up attached to a cannibal. Neither has yet had to explain this to the other. That conversation is coming.
